On December 26, 2024, the Government issued Decree 168/2024/ND-CP regulating administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points, restoration of driving license points effective from January 1, 2025. In particular, the 2025 traffic fines have increased sharply in some cases and have many notable changes.

1. Running a red light, not obeying traffic light signals

According to Point c, Clause 7, Article 7 of Decree 168/2024/ND-CP, the fine for not complying with traffic lights is from 4 to 6 million VND. In addition, violators will also have 4 points deducted from their driving license.

2. Motorbike runs over red light stop line

Motorbikes that run over the red light stop line without causing a traffic accident will be fined from 200,000 to 400,000 VND according to Point a, Clause 1, Article 7 of this Decree. If a motorbike runs over the red light stop line and causes a traffic accident, it will be fined from 10,000,000 to 14,000,000 VND according to Point b, Clause 10, Point d, Clause 13, Article 7 of the same Decree.

3. Driving a vehicle on the road with a blood or breath alcohol concentration exceeding 50 milligrams to 80 milligrams/100 milliliters of blood or exceeding 0.25 milligrams to 0.4 milligrams/1 liter of breath

Fine from 6 to 8 million VND for violations, and deduction of 10 driving license points based on point b, clause 8, Article 7, Decree 168/2024/ND-CP.

4. Driving a vehicle on the road with a blood or breath alcohol concentration exceeding 80 milligrams/100 milliliters of blood or exceeding 0.4 milligrams/1 liter of breath

Pursuant to Point d, Clause 9, Article 7 of the above Decree, violations will be fined from 8-10 million VND and have their driving license revoked for 22-24 months.

5. Driving over the speed limit by more than 20km/h

Fine from 6-8 million VND and deduct 4 driving license points according to point a, clause 6, Article 7, Decree 168/2025/ND-CP.

6. Driving a motorbike on the highway

Fine from 4-6 million VND and deduct 6 driving license points based on point b, clause 7, Article 7, Decree 168/2025/ND-CP.

7. Going the wrong way on a one-way street

Pursuant to Point a, Clause 7, Article 7 of Decree 168/2025/ND-CP, violations will be fined from 4 to 6 million VND and have 2 driving license points deducted.

8. Driving in a zigzag or swerving manner

Decree 168/2025/ND-CP, point a, Clause 9, Article 7 stipulates a fine of VND 8-10 million and a suspension of driving license for 10-12 months.

9. Causing a traffic accident, not stopping the vehicle immediately, not preserving the scene, not assisting the victim, not staying at the scene or not immediately reporting to the nearest police or People's Committee.

Fine from 8-10 million VND and deduct 6 driving license points according to regulations in point c, clause 9, Article 7, Decree 168/2025/ND-CP.

10. Not wearing a helmet

Not wearing a "helmet for motorcyclists" or wearing a "helmet for motorcyclists" without properly fastening the strap when driving a vehicle on the road will be fined from 400,000 to 600,000 VND according to Point h, I, Clause 2, Article 7, Decree 168/2024/ND-CP.
